Strengthening inclusive migration governance in Senegal to enhance the synergy between migration and development / Fortalecimiento de la gobernanza inclusiva de la migración en Senegal para mejorar la sinergia entre migración y desarrollo

Objective: To contribute to the strengthening of the General Directorate of Senegalese Abroad (DGSE) to develop the territorial delimitation process of Senegalese migration policy.
Actions:
• Organisation of an event for the International Migrant Day (18 December 2018). It was one of the very few
demonstrations taking place in Dakar to commemorate the migrants (Organised by the Direction Générale des Sénégalais de l’Extérieur (DGSE) du Ministère des Affaires Étrangères et des Sénégalais de l’Extérieur with support of the UGP)
• Organisation of an event for the International Migrant Day (18 December 2019), this time in Sedhiou, as a symbol of the beginning of the process for the territorialisation of migration public policies.
• Organisation of regional workshops (at Sédhiou, Kolda, Tambacounda et Kaolack) for the exchange of good practices at local level on awareness raising on the area of migration, reintegration of migrants and the creation of dialogue mechanisms at regional level. (Mars 2019). Organised by DGSE, l’OIM, l’AECID et l’UGP
• Organisation of a workshop to establish the National Dialogue and Cooperation Framework on migration (Cadre National de Concertation et Dialogue sur la migration) and presentation of its key role:
• Promote a global approach for migration governance in Senegal
• Establish a permanent dialogue between the key actors on the area of migration, through an inclusive and
participative approach
• Capacity building of the he General- Directorate of Senegalese Abroad (Direction Générale des Sénégalais
de l’Extérieur (DGSE)) on migration issues
• Reinforcement of the regional Offices for Reception, Orientation and Monitoring of returned migrants (BAOS):
• Prepare for the opening of the BAOS
• Providing furniture and material for the offices (in process) through procurement procedures
• Launching the process to select and hire the staff of the offices
• Support to the drafting of the Annual Working Plan with its budget (Plan de Travail Budgétisé annuel -
PTBA) and the Quaterly Working Plan with its budget (Plan de Travail Budgétisé Quadrimestriel - PTBQ)
• Consolidation of the data basis to keep a registry of the returned migrants. / Objetivo: Contribuir al fortalecimiento de la DGSE para desarrollar el proceso de delimitación territorial de la política migratoria senegalesa.
Acciones:
Organización de eventos para conmemorar el Día Internacional del Migrante (18 de diciembre).
2018 - Una de las pocas manifestaciones ocurridas en Dakar para conmemorar a los migrantes, organizada por la Dirección General de Senegaleses en el Exterior (DGSE) del Ministerio de Asuntos Exteriores y de Senegaleses en el Exterior, con apoyo de la UGP.
2019 - Organizada en Sedhiou, como símbolo del comienzo de la territorialización de las políticas públicas sobre migración.
Organización de talleres regionaesl en Sédhiou, Kolda, Tambacounda et Kaolack, para el intercambio de buenas prácticas locales entorno a la concienciación sobre temas migratorios, reinserción de migrantes, y la creación de mecanismos de diálogo a nivel regional. Organizado en colaboración con DGSE, OIM, AECID y la UGP.
Organización de un taller para establecer el Marco Nacional de Diálogo y Cooperación sobre migración y presentación de sus funciones principales:
Promover un enfoque global sobre gobernanza migratoria en Senegal
Establecer un diálogo permanente entre los actores clave en el área de migraciones, a travees de un enfoque inclusivo y participativo.
Fortalecimiento de las capacidades en temas migratorios de la Dirección General de Senegaleses en el Exterior (DGSE).
Refuerzo de las oficinas regionales para la recepción, orientación y seguimiento de migrantes retornados (BAOS):
Preparación de la apertura de las BAOS
Dotación de mobiliario y materiales para dichas oficinas.
Lanzamiento dle procedimiento de selección y contratación del personal.
Apoyo en la preparación del Pplan de trabajo anual y trimestral y elaboración de sus correspondientes presupuestos.
Consolidación de una base de datos de registro de migrantes retornados.
