Scoping Study on LOTFA

The European Commission has awarded Altair the scoping study on Law and Order Trust Fund for Afghanistan. The main objective is to determine the feasibility of incentives-based funding for the support to payroll functions of the Ministry of Interior (MoI) and identify the most effective solution(s) in that respect. Specific objectives: to make a preliminary assessment, in view of future programming work, of an incentives-based funding for the support to payroll functions and other funding in the security sector in Afghanistan; assessing the feasibility of incentivised funding against targeted reforms to be achieved by the MoI. The study should identify the most effective form of incentivised funding taking into consideration the existing governance structures of the fund as well as the specific situation in the country and provide an outline of how this approach could be put in place.
